established in 1998 and is an independent expert body, primarily funded by the
Department of Justice, Equality and Law Reform, focusing on racism and
interculturalism. This monthly e-bulletin is designed to provide relevant and
up to date information in the areas of anti-racism and interculturalism. If

NCCRI Launches the Year of European Year of Intercultural Dialogue 2008
The European Year of Intercultural Dialogue 2008 was officially launched on
the 24th of January in the Mansion House by President of Ireland, Mary
McAleese Based on the priorities set out at EU level, a draft
strategy for the Year was presented and discussed at a series of public
consultative meetings from October to December 2007. The strategy
emphasises the importance of dialogue as one of the key components in building
an intercultural society in Ireland which values diversity, equality and
interaction but which also highlights a shared sense of place and
cohesion. It focuses on six key programmes; Arts and Culture, Community
Participation and Sports, Business and Trade Union, Service Providers (in
particular Education) and four Cross Cutting Themes (Young People, Women,
North - South cooperation and an EU and International Focus).

Migrants Education Qualifications
A new report says that migrants stand to enhance Ireland's
productive potential because they are largely more educated than their Irish
counterparts. The NCB report says that 60% of the Irish population increase in
the four years from 2002 to 2006 came from migration. The report also says
over half of these migrants were in the key demographic for working and
household formation, the 25 to 44 age-group.

Limerick Judge Imposed the Three Month Sentence for Verbal Race Attack
A Limerick Judge has condemned a verbal attack on non Irish national in
Limerick city centre last year and sentenced the accused to 3 months.

Adoption of the EU FRA’s Extended Scope by European Parliament
On the 17 January MEPs adopted a non-binding report on the European Union
Agency for Fundamental Rights (FRA). The amendments extend the scope of the
Agency to cover new areas of competence. The European Parliament report states
that the Framework should include the fight against racism, xenophobia and
related intolerance amongst the thematic areas of the Agency's activity and
the protection of the rights of persons belonging to ethnic or national
minorities. One important amendment stipulates that the Agency shall deal with
issues relating to discrimination based on sex, in particular instances of
‘multiple discrimination’.

EP Approves Agreement on Cooperation Between FRA and Council of Europe
The European Parliament, on 12 December 2007, approved the conclusion of the
Agreement between the European Community and the Council of Europe on
cooperation between the FRA and the Council of Europe. The Agreement
establishes regular contacts and meetings between both bodies, arranges the
exchange of information, and provides for coordination of activities in order
to avoid duplication of work.

The Office of the Minister for Integration invites applications for funding
under the Small Grants Schemes 2008.

Oxfam has established a prize to honour the life and work of Susie Smith who
died in June 2006. Susie touched the lives of many people around the world in
her 30-year career with Oxfam. In her later years with Oxfam, Susie championed
the cause of HIV and AIDS and pioneered new approaches to tackling the
pandemic. With this prize, Oxfam wants to acknowledge and build on Susie’s
deep sense of justice and commitment to sub-Saharan African and her incredible
talent and determination to challenge traditional thinking – especially about
HIV and AIDS - wherever she found it.
About the prize
The Susie Smith memorial prize of £3000 will be awarded to an already
published piece of work on HIV and AIDS from sub-Saharan Africa. Any type of
piece – (e.g. poetry, fiction, article, chapter of a book) – of up to 10,000
words, in English, and published since January 2006, will be eligible.
Ms. Ann Grant, former British High Commissioner to South Africa, will chair a
panel composed of Mr. Michael Holman, journalist and novelist; Dr. Kevin
Watkins, Director, UNDP Human Development Report Office; Miss Sarah Lane
Smith, Susie Smith’s daughter; Mohga Kamal-Yanni, Oxfam GB Policy Advisor on
Health; Mr. Martin Kalunga-Banda, Global Leadership & Capacity Building
Adviser for Oxfam GB.
The prize will be awarded in May 2008 and Oxfam will publish the winning piece
on our website.
The judges will focus on two key elements:

quality of the piece itself (writing, analysis, insights)

evidence of impact of the writing in the media and/or with people,

A new European prize for young people is being launched this month. It targets
people aged between 16 and 30 who have been involved with projects helping to
promote understanding between peoples of different European countries.
Organised by the European Parliament and the Foundation of the International
Charlemagne Prize of Aachen, the Charlemagne Youth Prize provides funding of
€2,000 - €5,000 for existing projects that foster a shared sense of European
identity and cooperation. The best projects from each of the 27 EU Member
States will be invited to Aachen, in Germany, on 29 April 2008.
As well as promoting European and international understanding, the winning
projects will serve as role models for young people living in Europe. In
particular the organisers are looking for practical examples of Europeans
living together. The projects can focus on the organisation of youth events,
youth exchanges or internet projects with a European dimension.

This fund allocates money to projects that are directly related to the
provision of sports facilities and are of a capital nature. This means that
the project must involve: improving or building an asset or buying sports
equipment that is securely stored and will be used for at least five years.

The King Baudouin International Development Prize, worth 150,000 euros, is
awarded every other year by the Foundation's Board of Governors. Beyond its
actual financial value, the Prize provides winners international visibility

The Jesuit Refugee Service (JRS) Europe is launching a competition for student
journalists, giving them a remarkable opportunity to highlight the challenges
facing refugees and asylum seekers trying to access asylum in Europe. The
competition is open to students, or recent graduates, from any institute of
higher education in one of the forty-three member states of the Council of
Europe. Articles should not exceed 1200 words on the theme: ‘Access to
Asylum’.
The authors of the three best articles will be invited to Brussels to attend a
prize giving ceremony in the European Parliament and meet members of the jury
who are all experienced journalists in this area. The overall winner will be
invited to a refugee camp in Malawi as the guest of JRS Southern Africa, where
he or she will meet refugees, representatives of NGOs and local media.

The Simon Cumbers' Media Challenge fund supports media projects highlighting
issues in the developing world. Print, photographic, radio and other
journalists are encouraged to apply as are those considering a TV documentary
on the themes suggested.
The Simon Cumbers Media Challenge Fund is a funding scheme aimed at assisting
and promoting more and better quality media coverage of development issues
within the Irish media. The fund is managed by Connect-World on behalf of
Irish Aid.

Office of the Minister for Integration Small Grant Scheme
One of Ireland’s largest scholarship trusts for third level education has
announced it will be awarding additional scholarships this year.
The Bank of Ireland Millennium Scholars Trust will, in 2008, increase the
number of students it supports for third level study to over 100, offering a
lifeline to more students than ever before.
Objectives
The Trust will award scholarships for second and third level students, mature
candidates and other progression route candidates who, due to economic, social
and other barriers such as disability, might not otherwise get the opportunity
to attend third-level.
Award Amounts
Scholarship awards from Eur 3,200 to Eur 6,300 per annum are available,
depending on the individual's circumstances. Awards of varying amounts are
also made to students studying in the creative and performing arts.
Who is eligible to apply?
The Trust welcomes applications from individuals who have the ability and
motivation to participate successfully at third-level, but who because of
economic circumstance or other barriers such as disability, are prevented from
doing so.
How to apply for a scholarship
Candidates must be proposed by a Nominating Body – an organisation, group or
institution registered with the Trust. Nominating Bodies will have close
contact with candidates and will be in a position to provide a personal
reference confirming their eligibility and co-ordinate their application.
What kinds of courses are eligible for scholarships?
Third-level educational opportunities from Level 7 in the National Framework
of Qualifications, and from Level 6 which give access to/progress to a Level 7
or Level 8 qualification. Courses recognised by Universities, DIT, the
Institutes of Technology, the Higher Education and Training Awards Council
(HETAC) and the Institutes of Further and Higher Education in Northern
Ireland. Other courses may be considered. Advanced studies in the
creative/performing arts are also eligible for funding.
How to register as a Nominating Body
Registrations may be made at any time and will be considered by the Trust at
timed intervals throughout the year. Registration forms are available from the
Trust Office. Nominating Bodies must be registered with the Trust in advance
of submitting applications.

Intercultural and Anti Racism Week 2008 will take place from the 7-14th April.
A series of events will be coordinated nationwide as part of Week. In view of
the emphasis given to education in the EU framework for the European Year of
Intercultural Dialogue 2008 and suggestions from the 2007 appraisal of the
Week, this year the theme will be ‘Education’, focussing on all aspects of
both formal and non-formal education. As such the dates have been changed from
previous years to facilitate the participation of as many educational
institutions and organisations as possible; many schools are closed from
14th-31st of March 2008. The official launch of the Week will however fall
around the UN designated International Day Against Racism, March 21st,
maintaining the importance of raising public awareness about this important
day.

The implications of the Lisbon Treaty for police and judicial cooperation in
criminal matters in the EU will be manifold. Changes include the extension of
co-decision, introduction of qualified majority voting, and the enlargement of
the ECJ’s jurisdiction to cover all areas that were previously within the
third pillar. On the other hand, however, Member States have the possibility
for an ‘emergency brake’ and the option for a ‘flexibility’ procedure to
proceed with enhanced cooperation. Furthermore, some Member States will
maintain their opt-outs from all third pillar measures. Finally, the Lisbon
Treaty paves the way for future steps such as the establishment of a European
Public Prosecutor to combat crimes affecting the financial interests of the
EU.
In this seminar, high-ranking experts from the European institutions and
bodies and the EU Member States will present and discuss this new state of
affairs, its impact and pros and cons for police and judicial cooperation in
criminal matters in the EU.

A National Youth Arts Programme seminar

2008 has been designated as European Year of Intercultural Dialogue. The
general objectives of the year are to promote dialogue as a process through
which all those living in the EU can improve their ability to live together,
in a way that acknowledges and celebrates diversity but which also promotes
common values. In Ireland, the National Consultative Committee on Racism and
Interculturalism (NCCRI) has been designated the national co-ordinating body
for the year.
The National Youth Council of Ireland is currently producing an Intercultural
Strategy for the Youth Work Sector, which will be published early in 2008.
This aims to:

Embed a commitment to anti-racism and interculturalism into organisational
policies and practices
-
Ensure equality of access, participation, and outcome in youth work and
youth services for male and female young people, volunteers and youth
workers from minority ethnic communities, including Travellers.
The arts are powerful in their ability to communicate across boundaries
between people and to express what words often struggle with, potentially
enabling us to address complex and challenging issues in a positive and
enlightening way. With this belief, the National Youth Arts Programme will
seek to promote the potential of the arts to further intercultural dialogue
within youth work, beginning during European Year of Intercultural Dialogue in
2008, with the intention of integrating this into all of the Programme’s
activities in the future.
The Seminar
Making the Connection will explore artistic and creative approaches to
intercultural dialogue in youth work. It will investigate which aspects are of
prime concern to youth workers and how they might be addressed.
Themes identified so far include: participation, involvement, inclusion;
identity, perception and preconception; communication; creative expression;
understanding and empathy.
The seminar is aimed at the community youth work sector - youth workers,
volunteers, and youth work managers. It will also be of interest to others,
such as artists, arts organisations and migrant organisations, who are
engaging with this sector.

A panel discussion will investigate a range of experiences in preparing
existing youth groups for intercultural dialogue and also approaches to
developing engagement with youth from minority ethnic communities. It will
pursue questions of good youth work practice and how arts based approaches
form part of the youth work toolkit.

Presentation of case studies will move further into artistic territory,
exploring some of the possibilities offered by two different models of
youth arts development. These case studies will focus on how direct
involvement in challenging and creative processes impacts on young people.

A choice of four workshops will help expand upon the range of art forms
and approaches discussed and will provide a personal experience of
creative and arts-based approaches to addressing some of the themes of the
day.
There will also be opportunities for participants to contribute towards
identifying the key challenges emerging from this area of work and what
further support actions or developments should be undertaken.

‘Collect ‘Em All’ - Christopher Harrington
Taking Christopher’s current collaborative, multi-disciplinary, conceptual art
project ‘Collect ‘Em All’ as a starting point, this workshop will allow
participants to experience Christopher’s approach to engaging young people
from diverse cultural backgrounds in a common artistic project.
‘Shared Experience’ - Bairbre Ni Chaoimh, Calypso Theatre
Bairbre will deliver a taster interactive drama workshop suitable for use with
young people from different ethnic backgrounds.
‘Global Harmonies’ - Rachel Dempsey
This workshop is based on a project called ‘Intercultural singing’ which
provides voice work and intercultural awareness training through music, and
Rachel’s work in bringing together diverse communities through song.
‘Anti-racism and Interculturalism’ - Alan Hayes
This session will explore the theme of Anti-racism and Interculturalism within
youth work. Drawing on methodologies employed by NYDEP it will explore the
difference between the two themes and ask questions such as “Is it possible to
do Intercultural youth work without addressing the issue of racism?”
Participants will have an opportunity to express their thoughts, beliefs and
challenges in a creative way.
Spare a Minute for the Arts
This is a 5 minute session that will take place before each of the breaks
during the day, allowing a number of seminar delegates 60 seconds each to
describe to the seminar audience a project they are involved with that
addresses the theme of the seminar. These delegates will then have an
opportunity to provide more detailed information to other delegates, by
manning an information stand during each of the breaks. A maximum of 10 slots

A conference exploring the effects and opportunities of new media on children
and youth

The Irish Youth Media Foundation are pleased to invite you to their inaugural
conference ‘Youth Media Democracy,’ to be held in Dublin on 18th-19th April
2008.
This exciting event sets out to explore the effects that new media have on the
youth, and will also focus on the tremendous opportunities that new medias
bring.
The conference will be opened by the Irish Education Minister for
Communications, Energy and Natural Resources, Eamon Ryan; followed by a
keynote address from David Buckingham, Professor of Education; Director,
Centre for the Study of Children, Youth and Media - University of London.
New research will be presented through both papers and workshops as well as
providing an opportunity to watch youth media projects being created, as youth

IOM has signed a Memorandum of Understanding with the Government of Ireland to
plan and organise the Voluntary Assisted Return and Reintegration Programme
(VARRP), to provide assistance for the voluntary return and reintegration of
asylum seekers and irregular migrants in need of assistance.
In the framework of the EC Return Fund 2006, IOM is implementing the project
“Assessment of Brazilian migration patterns and Assisted Voluntary Return
(AVR) Programme from selected European Member States to Brazil”. IOM Belgium,
Portugal and Ireland are jointly working to better understand Brazilian
migration patterns and their links to Assisted Voluntary Return programmes, as
well as defining appropriate reintegration schemes for this particular group
of migrants. The project will be co-ordinated by a Senior Research Officer in
IOM Brussels.
Under the direct supervision of the Senior Programme Co-ordinator in IOM
Dublin, the incumbent will have the following duties and responsibilities:

Assist in designing the research methodology, including the questionnaire,
the sample frame and guidelines for conducting the survey.

Identify the concerned Brazilian community in Ireland, including the
leaders of this community.

Assist in the organisation of information sessions on the Brazil project.

Define a plan of action to directly reach Brazilian migrants including;
the testing of the questionnaire, the conducting of the survey and
qualitative interviews.

Liaise with the other Research Focal Points (based in Belgium and in
Portugal) in the development of the research.

Job Description
Position: Youth Worker – Labre Park LOTS Project.
Outline of position: To co-ordinate the RAPID funded LOTS project. The LOTS
project is a specific educational measure that works with an at-risk group of
young Traveller boys in the Labre Park Group Housing Scheme in Ballyfermot to
further their chances of transferring to and sustaining attendance at post
primary school.
Reporting to: Ballyfermot Travellers Action Project
Duties and Responsibilities:

To liaise with relevant personnel working in the Labre Park area
-
To liaise with local Traveller community in Labre Park to progress project
-
To identify and develop the capacity of Traveller male project/youth
leaders in Labre Park
-
To progress mapping exercise with a view to identifying potential
participants of programme and to assess their educational needs
-
To work with the schools to develop a credit system linked to individual
learning and behavioural plans
-
Plan & deliver appropriate reward activities which would be based on
the interests of the young people
-
Day-to-day management and administration of the Programme
-
Provision of ongoing support to participants to ensure they sustain the
programme
-
Monitor and evaluate overall programme in consultation with BTAP’s
management committee
-
To undertake any other duties as required by BTAP.
This is a contract position for 1 Year contract.
Hours of Work: 20 hour week, flexible hours will apply.
Salary: Starting at E32,148 (pro rata). Starting point commensurate with
experience.

The National Traveller Suicide Awareness Project would like to invite
interested parties to submit a tender for the ongoing evaluation of the
Project.
The National Traveller Suicide Awareness Project is a national project with
the overall aim being to raise awareness on the issue of suicide and self harm
in the Traveller community and promote the development of initiatives to
support suicide prevention, intervention and post vention, in a coordinated
way. The project is hosted by Crosscare and supported by a steering committee.
It is envisaged that over the three years the total cost will not exceed Euro
15,000.
The evaluation is intended to assess the quality and impact of the activities
of the project and to provide the steering group with objective, independent,
evidence based information on the impact the project is having in accordance
with its strategic plan aims.
Service Required
The successful candidate/s will be responsible for developing the evaluation
framework and methodologies that will include a mix of qualitative and
quantitative data collection along with focus groups and interviews with key
stakeholder’s .It is envisaged that the methodology of the evaluation will
incorporate issues such as performance, success, relevance of the project to
Travellers and National support organizations. The purpose of the evaluation
framework is to inform the ongoing planning and development of the initiative.
The work will be an ongoing piece over three years with a midway review in
year two and a final evaluation in year three and will be linked to the three
main objectives of the Project.
Time frame
The evaluation will cover the period Aug 2007 to Aug 2010.
Project Management and Reporting
The successful, individual organization or agency will prepare and submit a
detailed evaluation plan with proposed methodologies to be used including
samples of questions where relevant.
Eligibility
The successful candidate will have a proven track record in evaluation,
excellent communication skills. A good understanding of the issues which
effect Travellers is desirable. Knowledge of Community Development is
desirable. A creative approach will be welcomed in developing the framework

The Community Workers Cooperative (CWC) is a national membership organisation

It was formed in 1981 and it seeks to influence economic and social policies

This post will initially be a 21-hour per week position.
The role of the National Co-ordinator will be to manage the CWC.

situations involving the Traveller community in the midlands (Offaly, Laois,

Social Welfare payments.
Self-employment can be a daunting prospect for anyone and the Traveller
Enterprise & Employment Office and Ennis West Partners wish to develop an
appropriate training programme in the form of a series of self-employment
workshops for pre-start up and young companies within Ennis and the wider
county commencing March 2007. The core target group is those individuals who
are seeking or already receiving Back to Work Enterprise Allowance (BTWEA),
pre-start, start-up and young enterprises.
