The National Consultative Committee on Racism and Interculturalism (NCCRI) was established in 1998 and is an independent expert body, primarily funded by the Department of Justice, Equality and Law Reform, focusing on racism and interculturalism. This monthly e-bulletin is designed to provide relevant and up to date information in the areas of anti-racism and interculturalism. Bulgaria and Romania

On 1 January, the EU welcomed Bulgaria and Romania to the EU; this has completed the EU's historic fifth round of enlargement. The Department of Justice has published an information note on the “Immigration Position Arising from the accession of Bulgaria and Romania to the EU” under the European Communities (Free Movement of Persons) (No. 2) Regulations 2006. Asylum seekers from Romania and Bulgaria will generally no longer be entitled to seek asylum in Ireland since joining the EU.

Settlement in Traveller case

The Equality Authority assisted Travellers to bring a case of discrimination under the Intoxicating Liquor Act 2003 and has welcomed the first significant settlement of a case on the Traveller ground under the Act.

Renewal of Leave to Remain under Irish Born Child Scheme

Applications for renewal of leave to remain from the non-national parents of Irish born children granted leave to remain under the Irish Born Child Scheme in 2005 will be processed.

Dr Mazhar Ali Bari appointed to ECRI

Dr Mazhar Ali Bari has been appointed as a member of the European Commission on Racism and Intolerance (ECRI).  Dr Bari was nominated by the Government and replaces the previous Irish member Mr Chris Flood.

Roma segregation case

The Grand Chamber of the European Court of Human Rights is currently hearing the case, launched eight years ago, of 18 Roma children forced to attend racially segregated schools in the Czech Republic.

The European Commission calls for proposals for funding

Lifelong Learning Programmes

Deadline:  Various Dates from 15 March 2007
Budget Available:
€784 million in total.

The aim of the Life long Learning programme is to contribute through lifelong learning to the development of the Community as an advanced knowledge society, with sustainable economic development, more and better jobs and greater social cohesion. It aims to foster interaction, cooperation and mobility between education and training systems within the Community, so that they become a world quality reference.

As regards the four sectoral programmes, quantified targets have been set in order to ensure a significant, identifiable and measurable impact for the programme. These targets are as follows:

  • For Comenius:
    To involve at least three million pupils in joint educational activities, over the period of the programme;
  • For Erasmus:
    To contribute to the achievement by 2012 of three million individual participants in student mobility under the present programme and its predecessors;
  • For Leonardo da Vinci:
    To increase placements in enterprises to 80,000 per year by the end of the programme;
  • For Grundtvig
    To support the mobility of 7,000 individuals involved in adult education per year, by 2013.

The Community Foundation for Ireland's Small Grants Scheme (2007)

The next deadline for the Community Foundation for Ireland's small Grants Scheme is 30th March, 2007.
Applications submitted for the November 2006 deadline, are currently under review and will be distributed at the end of January 2007.
Applications are open to Community & Voluntary groups within the Republic of Ireland.
The priority areas for the years 2004 - 2006 are to assist projects working to respond to Isolation and to develop a more Diverse society.

The Small Grants Scheme will have a particular focus on:

  • Carers
  • Older people
  • People Leaving institutions
  • Sexual minorities
  • Ethnic Minorities
  • Families at Risk

Organisations Employment Equality Policy and Equal Status Policy: grants available

2007 is the European Year of Equal Opportunities

Grants are available to provide up to 5 days of consultation for the review of an organisation's current equal status or employment equality policy (if one is in place), and to develop a new policy or training programme.

Equal Status Policy
An equal status policy is a statement of organisational commitment to equality, diversity and non-discrimination for customers or service users from across the nine grounds covered by the equality legislation. It identifies areas of activity to be developed to prevent discrimination, to accommodate diversity and to promote equality in the provision of goods and services.

Employment Equality Policy
An employment equality policy at enterprise level is a statement of commitment to equality, diversity and non-discrimination in the workplace across the nine grounds covered by the equality legislation. Employers need to have policies, practices and procedures in place to prevent discrimination and should have policies, practices and procedures to promote equality.

Effective equality policies can:

  • Assist organisations in complying with equality legislation.
  • Stimulate a staff focus on the legislation and on good practice.
  • Contribute to addressing the employer's liability under the Acts.
  • Contribute to enhanced quality customer service with its emphasis on meeting the needs of a diverse client base.
  • Stimulate and support positive staff – customer relationships that in turn contribute to enhanced staff morale and engagement with the business.

Intercultural and Anti Racism Week 19-25 March 2007

Intercultural and Anti Racism Week takes place this year from the 19-25 March. The week is designed to coincide with March 21, the United Nations designated international day against racism.

This year the theme of the week is ‘Improving Government Services to Minority Ethnic Groups’ focussing on:

  • Health
  • Education
  • Employment
  • Housing
  • Policing

The key stakeholders include minority ethnic community groups, senior government official and departments, social partners and NGO’s/community sector.

During the week there will be a series of signature events that will focus on these areas and other policy concerns. We also strongly encourage all members of society to take part and mark this important week by coordinating an intercultural and anti-racism public awareness event in your community, work place or organisation.

Abolition 2007-2010 Conference (February 9-10, Dublin)

Abolition 2007-2010 is the theme of a commemorative conference to mark the bicentenary of the abolition of the slave trade which will take place on 9-10 February at St Patrick's College, Drumcondra, Dublin
Conference events include a public lecture by Professor James Walvin, University of York and a series of workshops addressing contemporary and historical manifestations of slavery. This conference is a joint initiative of the History Department and Centre for Human Rights and Citizenship Education, St Patrick's College, The Africa Centre, Amnesty International Irish Section and Trócaire.

Linking Local Women to Global Issues

AkiDwA has developed a training programme for women groups and service providers supporting migrants and especially African women in Ireland. The aim of this programme is to raise awareness and create more understanding on issues such as cultural diversity, gender based and domestic violence.

Active Citizenship / Voter Education Workshops

General Election 2007! Active Citizenship/Voter Education Workshops.

A society that is fairer and more inclusive is unlikely when the government is elected by fewer and fewer citizens. Such a society requires the active participation of all citizens in the civic and social life of the community. In particular it requires that people in disadvantaged areas use their vote as their voice to express their concerns and needs. The Vincentian Partnership for Social Justice facilitate a Voter education workshop that enables people to become engaged in civic life by using their power as voters.

The workshop:

  • Is a facilitated process of 3 or 4 sessions of approximately 2.1/2 hours each and costs in the region of e200
  • Is 85% participation and 15% presentation, is enjoyable, informative and interesting
  • Considers why and how to vote and how to register
  • Identifies issues of importance to participants and their communities
  • Explores a process which helps to choose a candidate at Election time
  • Encourages and empowers people to use their vote to influence decisions and bring about change to what is happening in their communities and in their country
  • is strictly non party-political and non-profit
  • is available as a training for trainers workshop as well as directly for groups

It is evident from the increase in voter participation in the 2004 Local/European elections in areas where the workshop was facilitated that, this contributed significantly to motivating people to vote.

Afri's Annual Feile Brid 

Afri’s Annual Feile Brid event will take place on 27 January from 10.00am to 5.30pm at St Joseph's Academy, Kildare town.  This year's event marks the anniversary of slavery in the so-called 'British Dominions'. So, it is appropriate that one of the themes for this year is 'human trafficking – the new slave trade'. It also marks the anniversary of the foundation of the Brigidine Sisters 200 years ago. The Sisters concentrated on education, which they saw as 'a pathway to a fuller and better life for all'. The event will include discussion of Shell's activities in Erris and the Niger Delta and the heroic resistance of local communities.  It will look at the war in Iraq and those who have resisted it.  The event will include a conference, music, drama, dinner (this must be booked) and a Ceili.  Conference fee: 25.00 euro/20.00 euro(concession). A Conference on Imam Hussain - The Tears of Karbala.

On Sunday the 4th February 2007, a Conference on Ali Abdullah Al- Hussain- the grand son of Prophet Mohammad (SW) has been organised at the Tany Parish Hall. Tany Road, Dundrum, Dublin 14. This will be the first annual conference to be held in Dublin, at the occasion of Moharram, the first month of the Islamic calendar and also the annual commemoration anniversary of Imam Hussain. The conference co-ordinator is Syed Siraj H. Zaidi, a film maker and media professional and a part-time voluntary senior lecturer at the Ahlul-Bait Islamic Centre, Dublin. The Entrance is free and registration, tea and coffee start at 3:15 pm. The conference will start at 4:00 pm sharp and will finish by 6:00pm followed by a Buffet Supper. 2007 - European Year of Equal Opportunities for All


The European Year of Equal Opportunities for All will be launched with a major Equality Summit in Berlin on 30/31 January. Activities during this year will seek to make people in the EU more aware of their rights in order to enjoy equal treatment and a life free of discrimination, which are two of the basic principles of the EU. Activities will focus on the discrimination some individuals suffer because of their race or ethnic origin, religion or belief, age, gender, sexual orientation or disability. The Year intends to highlight the benefits of diversity for European societies.

Speaker: Rachel Dempsey

During Latin America Week 2006, Tania Quiroz visited Ireland, representing the Coordinadora de Agua y Defensa de la Vida, a Bolivian social movement. At the Latin America Week conference in Dublin she met Donegal based herbalist and activist Judith Hoad. There and then, the two decided that Judith would visit Bolivia in November to share her knowledge of alternative medicine as part of a project tun by a woman's collective which Tania works with, which is trying to rehumanise birthing practices and revive native birthing traditions.

Rachel Dempsey travelled with Judith to interpret and also contibuted workshops on the healing powers of the voice to the communities there in Bolivia. This talk will be an account of the trip and a discussion about the tension between allopathic and alternative or traditional medicine in a country experiencing an indigenous revival but whose power holders and institutions are still very much dominated by a western world view.

Human Rights Based Approaches in Ireland (February 5-8, Galway)

Amnesty International will hold a four-day training course on Human Rights Based Approaches in Ireland. The course is directed at individuals working in the public, private and voluntary sector and aims to equip participants with the knowledge and skills to apply human rights in their work in Ireland. Applicants will need to demonstrate that they will gain from an understanding of Human Rights Based Approaches and will have an opportunity to apply Human Rights Based Approaches in their work.

Ethnic Minority Entrepreneurs Free Training Programmes 

Emerge is offering free pre- enterprise training programmes to Ethnic Minority Entrepreneurs who have a business idea and wish to become self employed in Ireland.

This is the FINAL opportunity to participate on the Emerge pre-enterprise training programmes which will be held in the Bolbrook Enterprise Centre in Tallaght (commencing on 30th January - mornings) and the BASE Enterprise Centre in Blanchardstown (commencing on 29th January - evenings).

Emerge is a development partnership (DP) funded by EQUAL Community Initiative. Emerge DP is made up of partners from BASE Enterprise Centre, Cork City and County Enterprise Boards, FÁS, Galway City Partnership, Metro Eireann, Small Firms Association and Partas.

Note: All business plans must reach a certain pre-determined standard as laid down by the DP. All expenses trip to Prague includes flights, accommodation and daily allowance.

Development Education Grant Scheme (deadline 26 January 2007)

Development education has a crucial role to play in increasing public understanding in Ireland of development issues, especially as they relate to developing countries. It seeks to challenge attitudes which perpetuate poverty and injustice and through education to empower people to act to bring about more equal development.

Irish Aid, the Government's official development assistance programme, invites applications from voluntary organisations and educational bodies for grants for development education projects, which are designed to increase awareness and understanding of development issues.

Closing date for receipt of applications for the next round of funding is 5 p.m. Friday 26 January 2007

Comhlámh is the Irish Association of Development Workers.

ENAR seminar: "Realising Integration: migration, integration, social inclusion and anti discrimination"

On the 1st and the 2nd of March 20007 ENAR will organise in Brussels a policy seminar entitled “Realising Integration: migration, integration, social inclusion and anti discrimination”. The purpose of the seminar is to explore the intersections between the racism, anti discrimination, social inclusion and integration agendas from the perspective of migration, recognising that these concepts are intrinsically linked. It will highlight practices and lessons learnt from civil society, local government, member states, and the European Union with regard to the integration of migrants, and will put forward principles of policy coherence as a contribution to a common European integration framework.

On the night after Valentine’s, the stars will be out in force to support Katherine and Ann Louise (KAL), who are to appeal a decision by the High Court not to have their Canadian marriage recognised in Ireland. Katherine and Ann Louise, who have been together for 25 years believe their love is equal to heterosexual love, and should be legally recognised, just as heterosexual love is, with marriage.

Towards Building a Culture of Equality in FETAC Centres (Kilkenny, Limerick, Dublin in 2007)

3 Day Courses for FETAC Trainers and Service Providers provided by the CDVEC Curriculum Development Unit

This 3 day course aims to meet two requirements of FETAC centres. Under the new QA requirements, centres must provide equality training for their staff and develop an equality action plan for their individual centre. The course aims to develop participants’ capacity to raise awareness of equality and diversity issues and to lead planning for equality at a local level.

The course content will include:

  • Understanding and awareness of diversity and equality
  • The Equality Legislation and FETAC Quality Assurance
  • Tools for Planning for Equality

The course includes continued support from the CDU on equality issues and planning for a period of time after the course.

The Employment, Enterprise and Education Project
This project aims at developing strategies in Cork City and County which will progress integrated training and employment schemes focused on the needs of migrants. The project will include research, strategy development, training for service providers, developing areas of joint action with relevant statutory and voluntary agencies. It will also involve working with employers. The project will focus on the needs of adult migrants.

The Project aims:

  • to develop an integrated training and employment scheme using existing services but ensuring that those services are more appropriately focused on the needs of migrants and that migrants are aware of the existence of those services;
  • to provide training to existing service providers in the area of education/training and to work in conjuction with key providers in Cork to devise a model which is sustainable and relevant to migrants as we move forward into the future;
  • to develop a foundation modules with the specific purpose of offering basic education to those who have not had opportunity in the education system;
  • working with training agencies and colleges in Cork, to devise a model of good practice which will show how on a range of skills areas the qualifications/experiences of migrants to date can be recognised and how conversion courses and competence testing can be made available;
  • to encourage the collection of data on work and education by statutory bodies and academic agencies;
  • to produce a comprehensive information booklet on education, lifelong learning, training and work – targeted at immigrants;
  • to produce a comprehensive list of employers in the Cork area, categorising them by sector and contacting them with a view to engaging with service providers aimed at migrants;
  • to outreach to migrant groups in the Cork City and County area in both the planning, provision, training and evaluation phases but in particular to ensure that they have access to the information they need.

Internship Front Line – The International Foundation for the Protection of Human Rights Defenders (Dublin & Geneva)

Front Line – The International Foundation for the Protection of Human Rights Defenders, invites applications for a twelve month internship. The internship will rotate between Front Line's office in Dublin and the office of the UN Special Representative of the Secretary General (SRSG) on Human Rights Defenders in Geneva.

The person selected will spend 3 months in Front Line where he/she will be trained in relation to Human Rights Defenders; the UN Declaration on Human Rights Defenders; the Mandate of the UN Special Representative; the procedures and methodology of the mandate; the role of Front Line and other national and international organisations in the support and protection of Human Rights Defenders. The intern will then move to Geneva for a period 6 months before returning to Front Line for a further 3 months.

The intern will be able to draft well and have good analytical skills. He/she will have some knowledge of the UN system and international and human rights law. He/she must be able to work in both English and Spanish (please note we can't make exceptions to the language requirements). He/she will be able to work on own initiative and as a member of a team. He/she will have good oral and written communication skills and be computer literate. He/she will be flexible and co-operative. Previous work experience with organisations working in the field of Human Rights would be desirable.

Basic Terms of reference – Front Line Dublin 

  • Answer telephone, take messages and deal with routine queries and correspondence;
  • Draft as requested, minutes, speeches, briefings, reports, appeals;
  • Proof reports and organise typesetting and printing;
  • To work on specific projects relating to Human Rights Defenders as requested;

  • Gather information on the situation of human rights defenders around the world (with a particular focus on themes of concern identified by the SRSG);
  • In coordination with other thematic mechanisms and with geographic desk officers, and under the supervision of the HRD assistant to the SRSG, draft urgent appeals and communications to Governments concerning human rights violations against human rights defenders;
  • Support follow-up of cases;
  • Analyse replies received from Governments and prepare summaries for inclusion in the annual CHR report;
  • Assist in the drafting of annual reports to the Commission on Human Rights and the General Assembly;
  • Assist in the preparation of background materials for official missions by the Special Representative;
  • Assist in liaising with non-governmental organizations for the smooth implementation of the mandate, as needed.

  2. Researching for policy material and information concerning relevant topics at EU and national levels including the research for documents of EU institutions concerning racism and equal treatment and other related issues. Share this information with other staff.
  3. Liaising with EU institutions and other policy makers with the view to influence the antiracist agenda.
  4. Networking with other stakeholders as appropriate.
  5. Drafting preliminary policy positions, general policy papers, and Presidency Memoranda, under the supervision of the Policy Manager, and in liaison with the Director, Board members, and the Policy and Lobbying Committee as appropriate.
  6. Proposing appropriate policy topics for the ENAR work program.
  7. Designing training seminars, conferences and relevant meetings related to policy as appropriate.
  8. Assisting in the design and drafting of ENAR research and publications.
  9. Performing other tasks related to the post as deemed necessary and appropriate by the Policy Manager and the Director.
