The National Consultative Committee on Racism and Interculturalism (NCCRI) was established in 1998 and is an independent expert body, primarily funded by the Department of Justice, Equality and Law Reform, focusing on racism and interculturalism. This monthly e-bulletin is designed to provide relevant and up to date information in the areas of anti-racism and interculturalism. 1. Special Feature:

Update on Preparations for European Year of Intercultural Dialogue

Consultative Forums

NCCRI is now in the course of preparing a comprehensive Strategy and Programme of Work for the Year and is holding a series of consultative forums with key stakeholders for their inputs.

To date:

  • A Community and Youth Sector forum was held on 2 October
  • A Sports Sector forum was held on 23 October.
  • An additional meeting with the Youth Work sector was held on 25 October in conjunction with the National Youth Council to look at how their intercultural youth strategy 2008-2012 can feed into EY/ID.

Reports will be available shortly.

Other Events:

  • The Arts Sector Forum will be held on 7th November in the Chester Beatty Library. A comprehensive report of this forum including an annex on good practice in Intercultural Arts in Ireland will be published and launched in January 2008.
  • A forum on Women and the EY/ID will be held on 13 November in conjunction with the National Women’s Council, looking in particular at issues and concerns of women from minority ethnic groups and a gender strategy for the Year.
  • A meeting with the Polish Community will be held on 9th of November.

Informal working lunches with the other key sectors include:

  • The business sector on the 23rd November
  • Trade Unions on the 29th November
  • The Media on the 4th December (tbc)
  • The Statutory Sector - date (tbc)

The final strategy and work plan for the Year will be published in early January.

City Twinning

Links will be made with Krakow, Chicago and Liverpool and Beijing across the six key themes during the Year.

Meetings have already been held with the Chicago Police (Hate Crimes Unit), the Mayor’s Office and the Commission for Human Relations, the University of Notre Dame and the Action Research Centre.

As European Capital of Culture 2008 a number of significant events will take place in Liverpool throughout the Year, including a conference in March on the Intercutural City. Contact has been made with EUCLID (the National Coordinating Body for the Year in the UK) and a meeting will be held shortly with Dublin City Council regarding other twinning events and exchange visits.

The Media

RTE is interested in supporting the Year and broadcasting a number of programmes to raise awareness of intercultural dialogue. A planning meeting will be held once the Work Plan for the Year has been finalised.

The Arts

We are looking into the possibility of an intercultural arts exhibition at Dublin Airport to promote the Year and intercultural arts in Ireland.

Funding Applications

An application for funds from the EU has been submitted. Funds available to Ireland are €60,000. Additional funding is being sought from the Office of the Taoiseach.

Irish and European Launch Dates

Provisional date for launch is 17 January, 2008. It will be a day long event in both cities and will include a conference, arts exhibitions and music.

The European Launch will be held in Ljubliana Slovenia on 07-08 January.

It will include Civil Society Discussion Forums on Interculturalism and the Arts, Education Science, Media and Economics.

Ambassadors

2 Ambassadors for the Year will be appointed in Ireland and announced at the opening ceremony

Communications campaign for the Year

A website has been created by the European Commission:

All interested partners can register on the website. The aim is for the website to become a major networking space for all those involved in intercultural initiatives – the objective is to have 20,000 users from all over Europe registered during the Year and for the website to continue as an intercultural dialogue space beyond 2008.

Each member state will have its own home page which it should keep updated with activities and information. A logo for the Year has been designed and is available in all European Languages. Please also consult the NCCRI website: www.nccri.ie

Criminal Law and Human Trafficking Bill

Under the new law:

  • Powers to prosecute for child trafficking for the purpose of sexual exploitation have been greatly expanded,
  • Gardaí will have the power to prosecute child trafficking for the purposes of labour exploitation and organ removal,
  • Sale or purchase of humans of any age, regardless of type of exploitation, are covered, and
  • Victims of trafficking will be guaranteed anonymity during court proceedings.

The new legislation also changes the maximum jail sentence for human trafficking offences from 14 years to life imprisonment. The forthcoming Immigration Bill will now include clauses dealing with victims of human trafficking for the very first time including offering them anonymity in court, an unprecedented move in Ireland. Landmark Court Verdict Overturns Deportation of Nigerian Family

The Supreme Court has overturned deportation orders in relation to five Nigerian children whose mother was refused refugee status. The Supreme Court has ruled that the principle of family unity, which keeps family units together when they flee from persecution, cannot be used to deport entire families where a parent has had refugee status denied. Supreme Court judge Justice Joseph Finnegan said that the principle of family unity operates for the benefit of the child, not against them. www.independent.ie/national-news/...LongLink...

Cabinet May Extend Voting Eligibility Rights

Speaking at a conference on immigration in Ireland hosted by the University of Notre Dame, in Indiana Minister Conor Lenihan said he supported extending the franchise for Dáil elections and believed this would help to integrate newcomers. Minister of State for Integration has said the Government is considering allowing some categories of foreign nationals to vote in Irish general elections. Employment Permits for non-EEA Spouses of EU Nationals

Guidelines recently published on the website of the Department of Enterprise, Trade and Employment, regarding employment permits for spouses of EU nationals who are awaiting the outcome of their residency applications, have recently been removed. MRCI has been informed that policy in relation to these types of permits is currently under review. The Employment Permits Section is not accepting applications pending the outcome of that review.

Non-EU nationals married to EU nationals who are residing in Ireland are required to register their marriage with the Department of Justice, Equality and Law Reform in order to seek residency in the State on that basis. On receipt of a “Stamp 4” the non-EU national will not require an employment permit to work in the State.

Figures of Immigrants Seeking Judicial Reviews Trebles in Last Five Years.

The number of immigrants seeking judicial reviews of decisions to prevent them staying in Ireland has trebled in five years. Under proposals for the Immigration, Residence and Protection Bill, RAT would be abolished and replaced by a new appeals body called the Protection Review Tribunal. www.refappeal.ie/.

Fundamental Rights Agency Launches Second Round of Public Consultation on its Cooperation with Civil Society

The European Union Agency for Fundamental Rights - FRA is launching a second round of public consultation on its cooperation with civil society and the establishment of the Fundamental Rights Platform. This is in response to the feedback from organizations which did not get an opportunity to respond to the first round of public consultation that took place in April-May 2007. They are inviting interested civil society organisations who have not taken part in the first round of the public consultation to give feedback by filling in a questionnaire and send it back to civil-society@fra.europa.eu. You can respond in English, German or French.

Commission Adopted Proposal for a Directive on a Single Application Procedure for Third-country Nationals to Reside and Work Lawfully in the Territory of Member States

The Commission adopted a proposal for a Directive on a single application procedure for a single permit for third-country nationals to reside and work lawfully in the territory of a Member State and on a common set of rights for third-country workers legally residing in a Member State. Its aim is to simplify and streamline application procedures by providing a "one-stop-shop" system and to narrow the "rights gap" in terms of work-related socio-economic rights by guaranteeing a common set of rights for all third-country workers residing legally in the EU. French Senate Gives Go Ahead DNA Tests for Immigrants

The French upper house of parliament, the Senate, on Thursday agreed to an amended version of a controversial immigration bill which would authorise voluntary DNA testing on foreigners wishing to join their families in France. Fierce opposition to the bill, from the left-wing opposition, but also some government supporters, as well as religious leaders and campaigning groups, had led the government to make a series of concessions to win over critics. The measure, part of a wider immigration bill, has already been approved by the lower house, the National Assembly, but it was rejected last week when it was examined by the Senate's laws committee. ECRI’s General Policy Recommendation no.11 on Combating Racism and Racial Discrimination in Policing

Key recommendations contained in this General Policy Recommendation include:

  • Training the police in policing a diverse society;
  • Recruiting members of under-represented minority groups into the police force;
  • Clearly defining and prohibiting racial profiling by law;
  • Ensuring effective investigations into alleged cases of racial discrimination or racially-motivated misconduct by the police;
  • Ensuring that the police thoroughly investigate racist offences;
  • Establishing systems for recording and monitoring racist incidents.

UN Minorities Forum to be Created

The United Nations Human Rights Council (HRC) in Geneva has today voted to establish a new Forum on Minorities Issues - a breakthrough move welcomed by minority rights activists. Minority Rights Group (MRG), the International Movement against All Forms of Discrimination (IMADR) and other NGOs have campaigned vigorously to prevent the voices of minorities being silenced at the UN, following a threat to dismantle the long-standing expert committee on minorities without any guarantees on what - if anything - would replace it. Once established, the forum will be a two-day annual gathering where experts (both at national and international level), academics and most importantly, minorities themselves will be able to highlight issues which affect some of the most marginalized and impoverished communities in the world. www.unog.ch/

EU Sees Numbers of Asylum Seekers Drop

The number of asylum seekers in the EU has been progressively decreasing since the 1990s. From 2001 to 2006, the numbers of applications have dropped by almost 50 percent, with a 15 percent drop noted in 2006 alone if compared to the previous year, recently released figures from the EU statistics office Eurostat show.

EP Report on the Implementation of Racial Equality Directive

The European Parliament adopted on the 27 September 2007 an own-initiative report on the application of the Racial Equality Directive (Directive 2000/43/EC). The report stressed that more needed to be done to implement the directive in full, notably on issues such as legal redress, the burden of proof in discrimination cases, awareness-raising, data collection and the independence of equality bodies. Parliament also placed emphasis on adequate and reliable data collection and highlighted that ethnically disaggregated statistical data could be essential in demonstrating indirect discrimination and informing anti-discrimination measures. www.europarl.europa.eu/oeil/file.jsp?id=5479662&;language=en&mailer=true

Grundtvig In-Service Training Grants for the Professional Development of Adult Education Staff

Grants are available enabling adult educators to participate in short-term in-service training courses, work placement or job shadowing activities throughout Europe for up to 6 weeks.
Grants are towards travel costs, course fees, accommodation and subsistence.

EU Interregional Co-operation Programme – INTERREG IV C

The Commission has approved the new interregional programme 2007 -2013 (usually called INTERREG IV C). This supports co-operation among regional and local actors in the fields of innovation and the environment. It has a total budget of €405 million, most of which comes from the European Regional Development Fund (ERDF). Interregional cooperation promotes the exchange of experience between regional actors to improve the effectiveness of regional policy.

The INTERREG IV C programme has the following headings:

  • Innovation and the Knowledge-based Economy – this focuses mainly on innovation, research and technology.
  • The Environment and Risk Prevention – this concentrates mostly on natural and technological risks, water-management, waste prevention and management, biodiversity and preservation of the natural heritage, energy and sustainable transport, and the cultural heritage and landscape.
  • Technical assistance – this covers programme administration, information, and evaluation.

Public authorities in the regions may submit proposals for the programme. The first calls for proposals for the programme are about to be published. The closing date will be in mid January.

Fingal County Council Community Culture & Sports Division: Activities Funding

Up to a maximum of euro 4,000 may be available under the Community Activities Funding Scheme.
This funding is reviewed monthly and can be used for any of the following:
- Purchase of equipment
- Running community events like Sports Days, Family Days or Community Weeks
- Area clean-ups and Improvements to estates
- Community Publications, Newsletters
- Summer Projects
- Researching Community issues and Community training
- Breakaway Grant - Accommodation costs of certain trips/activities outside Fingal.

Groups can apply for funds more than once a year. But a group cannot get more than euro 3000 (or e4000 in any two-year period).

Department for International Development ( DFID ) Invites Applications for Mini Grants Scheme in Northern Ireland 2008

The fund is aimed at organisations or networks with an interest in development education work who want to undertake 1-3 year projects that seek to raise awareness and understanding of: International development issues; Our global interdependence; the need for international development; The progress that has been made and that is possible. DFID’s contribution to the project will be a minimum grant of £1,000 and a maximum grant of £10,000 per year. It is highly recommended that prospective applicants read DFID’s strategy paper, Building Support for Development (available at www.dfid.gov.uk/pubs/files/buildingsupportdevelopment.pdf).

Publications Grants from the Citizens Information Board

The Publications Grants Scheme supports voluntary organisations with an information dissemination role to meet specific publication needs.
Small grants are available ranging from euro 254 - euro 3,000. Publications are generally part-funded. Repeat grants are possible in certain circumstances.
Publications that provide information on social services and entitlements may be funded. Previous awards have been made to organisations to publish leaflets on entitlements or directories of specialist services. On-going publications such as newsletters, or grants to publish research are not usually considered under this scheme.

Simon Cumbers Media Challenge Fund

The Simon Cumbers' Media Challenge fund supports media projects highlighting issues in the developing world. Print, photographic, radio and other journalists are encouraged to apply as are those considering a TV documentary on the themes suggested.
The Simon Cumbers Media Challenge Fund is a funding scheme aimed at assisting and promoting more and better quality media coverage of development issues within the Irish media. The fund is managed by Connect-World on behalf of Irish Aid.
Connect-World is an Irish organisation, created and supported by the development aid community in Ireland, with a mandate to seek to increase the quantity and the type of coverage of international development issues in the media. Connect-World is funded by its sponsors, which include the Irish government and a range of the most significant NGOs.

Cross-border Conference on Human Rights Education

Developing Leadership for Human Rights Education
Cross-border Conference on Human Rights Education 2007 on Thursday 13th December, at Dublin Castle
Co-hosted by the LIFT OFF Initiative partners: Amnesty International Irish Section, Amnesty International UK Section, INTO, UTU and Education International, in association with the Northern Ireland Human Rights Commission and the Irish Human Rights Commission.

Photographic Exhibition to Celebrate Migrant Mothers and Daughters

The Forum on Migration and Communications (FOMACS) and the Immigrant Council of Ireland (ICI) invite you to a photographic exhibition of the work of photographer Dr Glenn Jordan, titled Mothers and Daughters: Portraits from Multi-Ethnic Wales.

The launch of the exhibition has been timed to coincide with the release of the ICI-commissioned research, The Feminisation of Migration: Experiences and Opportunities in Ireland, documenting the experiences of migrant women in Ireland.

Dr Jordan is Director of the Butetown History and Arts Centre, Cardiff, and Reader in Cultural Studies and Creative Practice, Cardiff School of Creative and Cultural Industries. He has previously exhibited photographic and life history work, Somali Elders: Portraits from Wales at FOMACS - DIT.

Second Forum on EU Immigration and Asylum Policy – The Hague Programme and Way Forward

In 2004 the ‘Hague Programme’ set the direction for the EU in the second phase of its development of a common policy on asylum, migration and borders. Two years later, in June 2006, with a comprehensive package of Communications, the European Commission took stock of the progress made and assessed the level of implementation of the Hague Programme at EU and national level.

This seminar will look at the challenges presented by these measures in the field of Asylum and Immigration. It will discuss the perceived need for the EU to manage migration flows more effectively with special emphasis on the global approach to migration. The continuing attempts to set up a common asylum policy acceptable to all EU member states will also be discussed.

Furthermore, the role and powers of the Frontex agency in combating illegal migration will be scrutinised with references to specific problems concerning the management of operational cooperation at national level.

Development's Futures` Conference

As part of its commitment to promote development education in universities and other third-level institutions in Ireland and to facilitate contacts and networking between both third-level development education practitioners and academics working in the field of international development, Irish Aid sponsors a biannual conference on aspects of development. Papers reflecting the latest research and practice in development education (theory, practice, methodologies) and in international development issues are presented.

The 'Developments Futures'conference, hosted by the National University of Ireland, Galway (NUI Galway), will be held in NUI Galway on the 24th and 25th November 2007.

The conference aims to enhance the connections between development research and education and integrate dimensions of practice and activism. In doing so, the conference encourages scholars, practitioners and activists to come together to discuss the critical issues in development research and development education, and to share their responses to the challenges of development. The Impact of the Fight Against Terrorism on EU Law

Dublin, 2 November 2007

Organisers: ERA and the Irish Centre for European Law

Since 2001, terrorist attacks have acted as a catalyst for counter-terrorism legislation. The immediate reaction of the EU was an action plan and subsequent framework decision on combating terrorism. In the light of the London attacks, the European Council set out an EU counter-terrorism strategy with the objective of confronting "the networks of terror with networks against terror".

To enforce such networks, significant legislative initiatives have been launched to enhance the exchange of information and to improve police and judicial cooperation in criminal matters in the EU. The Data Retention Directive of 2006 and the proposal to establish the "principle of availability" are examples of enhanced information exchange. Judicial cooperation today is supported by the European Arrest Warrant and political agreement has been reached on a European Evidence Warrant.

This seminar will assess the EU counter-terrorism legislation in the field of police and judicial cooperation in criminal matters, focusing particularly on their practical implications. Furthermore, the impact of the respective legislation on the private sector will be evaluated. For more information go to www.era.int

The Internal & External Dilemmas of a Common EU Immigration Policy

The Workshop will address three key themes: the role of employers in the regulation of migration - the Commission's proposal for a directive on employers sanctions in respect of irregularly staying third country nationals; the Commission's policy proposal on circular migration agreements with third countries; and readmission agreements with countries of origin of third country nationals irregularly staying in the EU. This event will provide a unique opportunity for policy makers, social partners, civil society actors and academics to exchange views on this critical aspect of EU policy and to test and develop the thinking in the field.

A Traveller in Progress by Michael Collins as an insight into Traveller culture.- Traveller Focus Week Commencing 3 rd December – 7 th December 2007

On behalf of the Equality Commission, Craigavon Travellers Support Committee would like to extend an invitation to you to attend a performance of a Traveller in Progress by Michael Collins as an insight into Traveller culture.

Michael Collins is a member of the Irish Traveller community who has been an advocate of Traveller human rights for over 20 years. He is an actor, writer and performer and has acted on stage in the Abbey and Olympia Theatres. Michael has written his own play “It’s a cultural thing or is it” which he has spent the past two years performing in venues in Ireland and in the UK this play received a five star review in the Irish Times in the 2005 Dublin Fringe festival.

Michael has been developing the idea of establishing a Traveller Theatre Company which would work with Travellers and other socially excluded and ethnic minority groups to allow them to tell their stories and issues in an artistic way. This company will be called Traveller Wagon Wheel Theatre Company.

Evaluation of Fund for Initiatives to Support the Integration of Legally Resident Immigrants Managed by Pobal On behalf of the Office of the Minister for Integration

The Fund for Initiatives to Support the Integration of Legally Resident Immigrants was announced by the Dept of Justice, Equality & Law Reform in October 2006 in response to the recognised need for resources to support the integration of immigrants into Irish society. Pobal has responsibility for managing this Fund on behalf of the Reception & Integration Agency (RIA) of the Dept of Justice, Equality & Law Reform, now the Office of the Minister for Integration (OMI).

A total of €3m was made available through this Fund and was divided into two strands of funding:

  • NGO Strand: national and/or regional non government organisations
  • Partnerships Strand: community and area based partnership companies

€1m was allocated towards NGO’s and €2m was allocated towards Partnership Companies.

Aim of the Fund

The overall aim of the Fund is to contribute to the successful integration of legally resident immigrants into all aspects of Irish society, in a manner that embodies a spirit of welcome, mutual accommodation and respect for cultural diversity.

Against the current national context of immigration in Ireland, the Fund seeks to enable NGOs and Partnerships to initiate strategies and actions that will contribute to such integration. This may include education and employment supports, language training supports, capacity building, intercultural activities etc. It is expected that such strategies and actions would be delivered in close cooperation with all relevant stakeholders.

The Participation and the Practice of Rights Project: Invitation to tender for Project's Evaluation

The Participation and the Practice of Rights Project is a coalition of groups and organisations working on social and economic rights in Ireland with emphasis on the most deprived inner city areas of north Belfast and north Dublin. The Project is seeking to develop a model of using international human rights standards as tools at the disposal of local and marginalised communities in addressing the lack of access to and inequality of services which they face.
What clearly emerged from the Feasibility Study was that people at the local level in particular are often unable to access rights and services because they have been denied access to participation in decision making. The feasibility study therefore began to articulate a model of how to build capacity and knowledge within local communities so that access to rights and services could be monitored. Where such access was denied, local people were empowered to challenge this by asserting their rights. The feasibility study thus demonstrated that when local people were involved in monitoring local issues using this rights based approach, discussions with the responsible agencies focused on access to services from a rights perspective, and the approach yielded more accountable responses from the statutory agencies.
Following the feasibility study the project received funding from Atlantic Philanthropies to further develop and test the emerging model over a 3 year period.

Job purpose

Partnership Toolkit and Equality Manual

Clare Lifelong Learning Network is a project funded by the European social fund under the Equal Initiative. It is a network of more than 70 Adult and Community Education providers in County Clare.

ECRI recommendation on combating racism in policing

The European Commission against Racism and Intolerance (Council of Europe) has released on 4 October 2007 a general policy recommendation on combating racism and racial discrimination in policing. The text stresses the importance of providing effective safeguards against racist acts committed by the police. Main focus is on racial profiling, racial discrimination and racially motivated misconduct by the police, the role of the police in combating and monitoring racist incidents, and relations between the police and members of minority groups.

UN Special Rapporteur on Racism Publishes Interim Report

Doudou Diène, Special UN rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, has published his interim report. He stresses the importance of promoting and implementing the Durban Declaration. He also recommends promoting the link between the struggle against racism and the encouragement of a democratic and interactive multiculturalism.

Immigrant Council of Ireland Launch New Report on Language Programmes

The Immigrant Council of Ireland (ICI) have launched a new report on access to English language provision called On Speaking Terms – Introductory and Language Programmes for Migrants in Ireland. The report examines a number of different models for introductory and language programmes for migrant in the Republic of Ireland, including European and international experiences. The Migrant Integration Policy Index (MIPEX) measures policies to integrate migrants in 25 EU Member States and 3 non-EU countries. ENAR produced 26 country-specific Shadow Reports in 2006. In addition to this, ENAR will soon publish an EU-wide Shadow Report identifying trends concerning the phenomenon of racism in the EU during 2006. The reports deal with the many faces of racism and discrimination in Europe at both legislative and local level, from policy to practice.
