The National Consultative Committee on Racism and Interculturalism (NCCRI) was established in 1998 and is an independent expert body, primarily funded by the Department of Justice, Equality and Law Reform, focusing on racism and interculturalism. This monthly e-bulletin is designed to provide relevant and up to date information in the areas of anti-racism and interculturalism. Polls Show Majority of Irish Believe Migrant Worker's Partners Should be Able to Work Here

Three-quarters of Irish people believe that migrant workers from outside the EU should be able to have their families with them when they work in Ireland, two polls have found. The polls, which sampled over 2,000 people in 2006 and 2007, found that the majority believed that the partners of migrant workers from outside the EU should also be allowed to work. Moving Forward Together: An Anti-Racism and Diversity (ARD) Plan for the County of Dún Laoghaire-Rathdown 

Moving Forward Together: An Anti-Racism and Diversity (ARD) Plan for the County of Dún Laoghaire-Rathdown 2007 – 2010 is recently published, and is now available online at www.dlrard.ie

It is hoped that the three-year Plan, the first of its kind in the County, will positively impact on the 18,000 foreign-national residents of the County by supporting them through a range of practical and innovative initiatives.

The purpose of the local ARD Plan, according to Denis O'Callaghan, Cathaoirleach of Dun Laoghaire-Rathdown County Council, "is to promote a more inclusive and inter-cultural society by improving access to services and developing and enhancing participation by ethnic minorities in the social, economic, cultural, and community life in Dun Laoghaire-Rathdown, and further a field."

Extensive consultation with ethnic minorities, community and voluntary groups, service providers and development organisations was undertaken to identify the priority areas in the Plan.

Moving Forward Together was prepared by representatives from 11 local service providers and NGOs as a response to the Government's National Action Plan Against Racism 2005-2008 - www.diversityireland.ie - which recommends that all cities and counties should prepare such Plans. Many of those involved in the preparation of the ARD Plan in Dun Laoghaire-Rathdown are members of the local County Development Board, tasked with developing and implementing integrated actions to support the social, economic, and cultural development of the County.

The development of the three-year Plan was funded by the Department of Justice, Equality and Law Reform, with additional financial support from Dún Laoghaire-Rathdown County Council and Southside Partnership.

ICTU Calls for Fair Treatment of Illegal Migrant Workers  

The Irish Congress of Trade Unions has called on the Government to introduce a "fair and transparent regularisation process" to allow thousands of undocumented workers in Ireland to work here legally. In a letter to Minister for Justice Brian Lenihan sent last month, the general secretary of ICTU, David Begg, said that the aim of such a scheme should be "to provide a bridge for workers out of their irregular situation back to a regular situation". He said that many undocumented workers had originally entered the country legally and had paid their taxes and made social insurance contributions but that their permission to work had not subsequently been appropriately renewed. www.irishtimes.ie

President Mary Mc Aleese Calls for More Diversity in the Dail

President Mary McAleese has called for the adequate representation of "people from all sorts of backgrounds" in the Dail. At present, Ireland only has one immigrant in power, Independent Cllr Rotimi Adebari, who took up the robes and chains of Mayor of Portlaoise this year.www.independent.ie/...LongLink... 

Inspectors Says Foreign Children Not as Well Cared for as Irish in the Health Care System

A 53-page report, written by inspectors for the HSE, suggests that foreign children in state care are not as well looked after as Irish children in care. An inspectors' report has revealed that children at one centre were being put at risk by poor staffing, resulting in inadequate supervision. Garda clearance certificates for staff were not on file and staff were not able to account for children's whereabouts. Refugee groups have complained that these children are housed in poorly supervised accommodation that leaves them vulnerable to exploitation. More than 316 children have gone missing from state centres in five years. www.independent.ie/national-news/...LongLink... 

Ministers to Quantify Illegal Workers

The Government is to launch a research project to try to determine the number of people working illegally in Ireland following rising concern over the number of undocumented workers here. Minister for Enterprise and Employment Micheál Martin said there were currently no hard figures and that he and Minister for Justice Brian Lenihan were going to tackle the issue. Groups such as the Migrant Rights Centre Ireland and the Immigrant Council of Ireland have warned that large numbers of migrant workers who came here legally have become undocumented for reasons beyond their control. CADIC Coalition Updates

CADIC is currently waiting on a judgment from the Supreme Court on the State Appeal in IBC/05 cases of Bode & Ors; the next court term begins 1 October. CADIC is meeting with the IBC Unit on October 3 2007; Coalition members are welcome to liaise with the Coordinator on outstanding issues of Irish citizen child families that might be discussed at this meeting. A Steering Committee meeting to ratify a transfer strategy will take place on October 18 in Dublin city centre. All Coalition members are welcome; those wishing to attend should contact the Kerry O'Leary, Programme Coordinator at kerry@integratingireland.ie if they have not already done so. 

EU/International Developments

European Union Executive says Europe Needs Migrant Workers to Support Labour Shortages

The European Union executive plans to encourage legal migration into Europe to plug labour shortages caused by a declining, ageing population, EU officials stated. EU Home Affairs Commissioner Franco Frattini said he would present proposals to member states on October 23rd aimed at reversing a trend drawing skilled migrants to competitors such as the United States and unskilled workers to Europe. Mr Frattini's plans involve issuing "blue card" residence permits to skilled workers entitling them to work in a member state for an initial two years and to move into a second member state after two or three years' residence in the first EU state. www.ireland.com/newspaper/breaking/2007/0913/breaking78.htm

European Commission Programme Seeks to Support Third Countries to Ensure Better Management of Migratory Flows

The European Commission has launched a new programme to co-operate with third countries in the areas of migration and asylum with a budget of €380 million for 2007-2013. The programme will seek to support third countries in their efforts to ensure better management of migratory flows in all its dimensions. The focus will be countries along the Southern and Eastern migratory routes towards the European Union, although other migratory routes as well as South-South migrations will also be covered. The programme covers: fostering the links between migration and development; promoting well-managed labour migration; fighting irregular immigration and facilitating the readmission of undocumented migrants; protecting migrants against exploitation and exclusion; and promoting asylum and international protection. EC Publishes Multi Annual Framework for FRA

The European Commission's Proposal for the Multi-annual Framework for the Fundamental Rights Agency for the period 2007 - 2012 has been published in EurLex. You can access it through the FRA website (see the link below) with all the language versions. The Council shall, after consulting the European Parliament, adopt the Multi-annual Framework for the Agency.  The date of the next FRA Management Board Meeting has also been confirmed by the Chairperson of the MB: The 2nd MB Meeting will be held on 22 and 23 October 2007. fra.europa.eu/fra/index.php

Surge in Racial Violence in Europe Highlighted Fundamental Rights Agency Report

The first report published by the EU Agency for Fundamental Rights shows a "notable upward trend" in racist crime connected with an extreme right-wing motive recorded in Germany and France. Between 2001 and 2006 there was an average increase in this type of crime of 23.1 per cent in France and 12.2 per cent in Germany. There was also an alarming increase in anti-Semitic crime in France, with the number of these incidents rising by an average of 62.4 per cent during the same period. The report also notes that only 11 of the 27 EU states collect any data on racist violence and crime. French Immigration Policy set to Expel 25,000 Illegal Immigrants

On the 4th June, the head of the newly created Ministry of Immigration, Integration, National Identity and Co-Development in France, Brice Hortefeux, reiterated the goal set by the President Nicolas Sarkozy to expel a total of 25,000 foreigners this year, a thousand more than the target set for 2006. Mr. Hortefeux also set a target of apprehending 125,000 foreigners for illegal entry or unauthorised stay. (Migration News Sheet July 2007, p. 10) www.migpolgroup.com/news/3720.html

Spain Pioneers Policy on Irregular Migrants

The Spanish government is encouraging businesses to recruit temporary workers from Africa in an effort to discourage irregular migration. A delegation of Spanish employers visited Senegal on 22 June to recruit labour for construction work and the summer harvest. The initiative has the backing of the Senegalese government, which sees the opening of legal channels for migration as a dignified alternative to the plight of thousands of Africans who risk their lives every year attempting the perilous crossing to Europe. www.ft.com/cms/s/0/f064d244-205e-11dc-9eb1-000b5df10621.html

Grants are available enabling adult educators to participate in short-term in-service training courses, work placement or job shadowing activities throughout Europe for up to 6 weeks.

Grants are towards travel costs, course fees, accommodation and subsistence.

The EU Journalist Award 2007

The "For Diversity. Against Discrimination." Journalist Award 2007 is granted by the European Union to honour journalists who contribute with their work to a better public understanding of the benefits of diversity and the fight against discrimination in society. Print and online journalists in the 27 EU Member States are requested to submit articles on issues of discrimination or diversity on the grounds of racial or ethnic origin, religion or belief, age, gender, disability and sexual orientation.

Journalists are particularly encouraged to raise awareness of diversity in employment and discrimination on multiple grounds.   For more information go to: p26604.typo3server.info/99.0.html Deadline 30th September

Fingal County Council Community Culture & Sports Division: Activities Funding

Up to a maximum of euro 4,000 may be available under the Community Activities Funding Scheme.

This funding is reviewed monthly and can be used for any of the following:
- Purchase of equipment
- Running community events like Sports Days, Family Days or Community Weeks
- Area clean-ups and Improvements to estates
- Community Publications, Newsletters
- Summer Projects
- Researching Community issues and Community training
- Breakaway Grant - Accommodation costs of certain trips/activities outside Fingal.

Groups can apply for funds more than once a year. But a group cannot get more than euro 3000 (or e4000 in any two-year period).

What Must I Do to Get Funding? 

  • All Funding must be applied for before equipment is purchased or before an event takes place.
  • You must Register with the Community, Culture & Sports Division by filling in a Registration Form.
  • You must have a Bank, Post Office or Credit Union Account in the name of the group
  • You must have a Tax Number or Charitable Status Number
  • You should be able to draw down all the funding within six months of the award of funding
  • You must include the Fingal County Council logo on any publications and give the Council fair recognition for funding provided.

Department for International Development (DFID) Invites Applications for Mini Grants Scheme in Northern Ireland 2008

The fund is aimed at organisations or networks with an interest in development education work who want to undertake 1-3 year projects that seek to raise awareness and understanding of: International development issues; Our global interdependence; the need for international development; The progress that has been made and that is possible. DFID's contribution to the project will be a minimum grant of £1,000 and a maximum grant of £10,000 per year. It is highly recommended that prospective applicants read DFID's strategy paper, Building Support for Development (available at www.dfid.gov.uk/pubs/files/buildingsupportdevelopment.pdf).

The scheme is administered in Northern Ireland by the Centre for Global Education. Publications Grants from the Citizens Information Board

The Publications Grants Scheme supports voluntary organisations with an information dissemination role to meet specific publication needs.

Small grants are available ranging from euro 254 - euro 3,000. Publications are generally part-funded. Repeat grants are possible in certain circumstances.

Publications that provide information on social services and entitlements may be funded. Previous awards have been made to organisations to publish leaflets on entitlements or directories of specialist services. On-going publications such as newsletters, or grants to publish research are not usually considered under this scheme.

Star Awards for Adult Learning Projects

AONTAS is delighted to invite nominations for the STAR Awards 2008 which take place on Monday, 4 February 2008 as part of the second annual Adult Learners' Festival. The STAR Awards Ceremony is kindly sponsored by FETAC. Eleven Awards in total will be granted to adult learning projects based within the island of Ireland.

The STAR Awards is about showcasing teamwork and awarding recognition – it is about acknowledging the fantastic work being done by adult learning projects throughout the country! Most of all, it is about celebrating the positive contribution that these project make to our society, our economy and our local communities.

What are we looking for?
Nominated projects should demonstrate the following criteria:

A high level of teamwork and partnership amongst participant groups
we are looking for evidence of teamwork, partnership and cooperation between diverse groups. Projects should demonstrate links with a range of relevant actors, to include local Vocational Education Committees (Vices), key community and voluntary interests, learners, employers, employment services and relevant State agencies. For example, the teamwork involved could be between learners, tutors and course providers; or between community, voluntary and statutory groups.

A learner-centered approach to education provision
each nominated project should have the learner at its core. We are looking for projects that include the process of learner engagement in identifying needs. Models of participative learning should also be demonstrated and projects should be relevant to learners' personal, social and cultural needs, prior learning and 'Labour market needs.

Adult education practice and methodologies
Nominated projects should show examples of good adult education practice, such as how the project's curriculum was built around the learners' needs or interests, examples of how the learners' experiences contributed to the process or outcomes of the project, or the use of active participation and reflection during the project. Examples of how some aspects of the project contribute to social change, promote equality or social justice, or empower communities or individuals could also be used.

You do not have to be involved in the project you are nominating for a STAR Award. However, we welcome nominations from projects themselves or from people directly involved in the project they are nominating.

Katharine Howard Foundation General Grant

Closing date for applications: 28th September 2007

The Katharine Howard Foundation (KHF) is an independent grant-making Foundation whose particular emphasis is on the support of community projects and initiatives. KHF was established in 1979 by Katharine Howard and is operated through a voluntary Board of Trustees and small support staff.

The Foundation supports organizations and projects related to work in disadvantaged areas throughout Ireland, with Co. Wexford and South Wicklow (where the late Miss Howard lived) given particular consideration.

The Trustees are keen to support the formation and development of community groups by those who live in the area, especially where this will lead to building co-operation and community spirit at a local level. KHF concentrates on giving a small grant to projects where it will make an impact and the Foundation therefore looks favorably towards start-up projects and to those that might be co-funded from other sources. They are also interested in projects that seek to learn the lessons arising from their work and that involve themselves in informing policy at a local and national level.

Funding for research studies that aim to produce positive recommendations for improving the quality of life of disadvantaged sections of the community will also be considered through the General Grant applications. The Foundation is particularly interested in co-funding action research projects that link to early intervention and family support in disadvantaged areas.

Applications will be considered for Projects supporting:

  • Families
  • Children and young people
  • People with disabilities
  • Older people
  • Refugee and asylum seekers

Provided that these projects:
- Are community based
- Involve the targeted group in their design and management.

Grants will not be considered to:

  • Individuals
  • Organisations operating outside of Ireland
  • Medical or health related research where attached to a larger organisations
  • Sport organisations
  • Art or entertainment
  • Organisations where a small grant will make little impact

Grants are normally in the range of euro 500 - 2,500. In the case of research projects, grants will depend on various factors, including the amount of co-funding secured. Normally grants are once off. However the Trustees are willing to consider an annual grant over two or three years where that is seen to be a more effective use of funding. Simon Cumbers Media Challenge Fund

The Simon Cumbers' Media Challenge fund supports media projects highlighting issues in the developing world. Print, photographic, radio and other journalists are encouraged to apply as are those considering a TV documentary on the themes suggested.

The Simon Cumbers Media Challenge Fund is a funding scheme aimed at assisting and promoting more and better quality media coverage of development issues within the Irish media. The fund is managed by Connect-World on behalf of Irish Aid.

Connect-World is an Irish organisation, created and supported by the development aid community in Ireland, with a mandate to seek to increase the quantity and the type of coverage of international development issues in the media. Connect-World is funded by its sponsors, which include the Irish government and a range of the most significant NGOs.

St Stephen's Green Trust Grants Scheme

It now has 4 Grant Focus areas:

  1. Specific areas of disability (Autistic Spectrum Disorder; Hearing Impairment);
  2. Development and Integration (Older people in isolation; New Communities; Travellers);
  3. Breaking the Link (Homelessness; Offenders);
  4. Christian Values and Social Change.

Who is eligible to apply?

SSGT will accept applications from voluntary or community organisations, with a CHY or XR number. If the number is pending or if there is no charitable status, the Trust will require copies of the instrument under which the organisation is set up, such as Constitution or Memo and Articles of Association. If your group is does not fit into one of these categories, please check with us before completing an application form.New Communities: The Trust is interested in local or county-based projects increasing the integration of new communities into Irish society. Travellers: The Trust recognises the multiple layers of disadvantage and racism experienced by Travellers in Irish society. Community Foundation for Ireland: Philanthropist of the Year Awards

The Community Foundation for Ireland (CFI) has announced the inauguration of The Philanthropist of the Year Awards scheme. The awards will be made to individuals in two categories:

  • a national award for philanthropic work undertaken in Ireland
  • An international philanthropist award.

Closing date for nominations will be 12 October.
An independent panel of adjudicators will announce a shortlist on 1 November and will then select the winners. The awards will be presented at an event in Dublin on 15 November 2007 - International Philanthropy Day.

2007 Adults Continuing Education (ACE) Awards

Celebrating good practice and the successful creation of high-quality learning opportunities for adults. Closing date: 5th October 2007

The awards, now in their third year, have been given a major boost through a generous donation of euro 20,000 in research grants by the EBS Building Society. This presents a fantastic opportunity to evaluate and examine some of the fantastic work that is going on around the country.

The aim of the new research focused awards is to identify and support further study into innovative and high quality learning opportunities for adults. The funding will be granted to those involved in the provision of adult literacy education, and will be used to help develop new methods and to share good practice among literacy providers in Ireland.

All those involved in adult basic education are invited to submit nominations that focus on original and effective tuition programmers, and that would benefit from further research and development. A short list of five nominees will be announced in November.

Each nominee will be awarded e2,000 to carry out research on the project that they submit. Following further evaluation of this research project one overall winner will then be announced in January 2008 and will receive a grant for e10,000 to develop and publish their research. Nominations are welcome from all those involved in adult basic education, who work to develop competence in adult skills, such as literacy, numeracy, ICT and communications.

What are we looking for?
We are looking for ACE Award nominations which:

  • Focus on existing, innovative projects or practice
  • Will facilitate research/evaluation work as a result of the grants.

Possible projects could include:

  • Innovative tuition methods
  • Literacy integration with other areas:
    - Health literacy
    - Family literacy
    - Financial literacy
    - Sport and
  • Projects targeted at specific groups
  • Student development work
  • Use of the Quality Framework or Mapping the Learning Journey
  • Collaboration with partners
  • Awareness raising activity
  • Fun activities that have played a part in literacy tuition

NCCRI Hosts Series of Roundtable Discussions to Prepare Comprehensive Strategy and Programme for the European Year of Intercultural Dialogue

2008 has been declared European Year of Intercultural Dialogue (EYID) by the European Commission. The Year will constitute a unique awareness raising tool of the importance of dialogue between cultures as a means of managing the increasingly intercultural nature of our societies. In Ireland, it will provide an opportunity to reinforce and bring added value to the intercultural policies already developed, in particular the intercultural framework as set out in the National Action Plan Against Racism (NAPR)

The National Coordinating body for the EYID in Ireland is the National Consultative Committee on Racism and Interculturalism (NCCRI). In its coordinating role the NCCRI will work to ensure the widespread participation of key stakeholders and broader civil society in promoting initiatives which foster understanding, equality and respect between majority and minority communities in Ireland.

NCCRI is now in the course of preparing a comprehensive Strategy and Programme of Work for the Year and is holding a series of roundtable discussions with key stakeholders for their inputs. The dates so far for the roundtables are as follows:

Integration: Theory to Practice; The experience of Canada, UK, Norway and Ireland. Hosted by the NCCRI, British Council and the Migration Policy Group Seminar, Brussels 

With the emerging development of integration policy in Ireland, this seminar seeks to draw from the integration experience in other countries and in particular, Canada, UK and Norway. The NCCRI are delighted to announce that Minister for State, Conor Lenihan will be present to represent the Department at this event.

The seminar recognises that Ireland needs to develop its own integration policy framework. In doing so, the experience of other countries, both positive and negative can help inform the development of such policy. The seminar also seeks to discuss both overall approaches to integration and examples of initiatives that have been developed in other countries. The seminar will bring together experts from countries with long and short histories of immigration to discuss, compare policies across different countries and against EU averages and track changes in policy over time. Guest speakers will represent the UK, Norway, Canada and Ireland.

This event marks the official launch of the Migration Integration Policy Index in Ireland. The Index focuses on improving recent migrant integration policy in the European Union by creating a platform for fact-based, European-level dialogue on integration.  This is an important dimension of an overall integration policy that also needs to be inclusive on longstanding and second and subsequent generation minority communities. Over 30 events are taking place across Europe to mark the launch of this publication.

Active Citizenship Conference

The Active Citizenship Conference being run by Dún Laoghaire-Rathdown County Council will be held in the Radisson SAS St. Helen's Hotel, Dublin

"Freedom of Information" Training

Public Affairs Ireland Professional Development is running a half-day training seminar on Thursday 27 September in the Conrad Hotel, Dublin 2 on "Freedom of Information".

On 6 June, 2006, the Minister for Finance, Brian Cowen, T.D., extended the application of the Freedom of Information Act 1997 to over 130 additional public bodies. This now brings the total number of bodies that come within the scope of the Act to over 500. As public bodies are prescribed by the legislation on a continual basis, many other organisations will be subject to FOI in the future. The extension of the Act will bring fresh challenges to these bodies, and introduce new compliance obligations for people working within them. FOI is now an established and fully accepted feature of all government departments and many State-sponsored bodies in Ireland. However, the Information Commissioner's annual report for 2006 highlights the fact that poor records management practices within these public bodies continue to obstruct their searches for records and, in turn, the right of access of the requesters concerned.

The seminar will be of interest to a wide selection of groups and individuals who have recently become involved with FOI. It will appeal to people from the organisations that have recently been made subject to the Act and to newly-appointed FOI officers from bodies that were already subject to the Act.

Two of the tutors on this seminar are expert lawyers who have extensive knowledge of the FOI Acts 1997 and 2003, having been involved in all developments in the law since the Acts came into operation and having acted in all High Court and Supreme Court proceedings in relation to the FOI scheme.

The European Agency for Fundamental Rights (FRA) to Host Two Side-events at this year's OSCE Human Dimension Implementation

Meeting (HDIM). The HDIM (www.osce.org/conferences/hdim_2007.html) is the largest human rights conference in Europe and will take place from 24 September to 5 October in Warsaw, Poland.

The final agendas for the two side-events, which the Fundamental Rights Agency is co-organising include:

1) 25 September (lunchtime): EU Side-event with the Portuguese Presidency of the EU THE EUROPEAN UNION AGENCY FOR FUNDAMENTAL RIGHTS (FRA). The main aim is to introduce the Agency, its mandate and the current state of affairs. The side-event will in particular discuss the possibilities of cooperating with intergovernmental organisations and civil society. Panellists include FRA, ODIHR, Council of Europe and the International Helsinki Federation for Human Rights. The panelists will highlight lessons learned from past cooperation between intergovernmental organisations and will discuss opportunities for the Agency to promote dialogue with civil society.

2) 26 September (lunchtime): Side-event with Council of Europe (CoE) and ODIHR IMPLEMENTATION OF POLICIES ON ROMA, SINTI AND TRAVELLERS. The aim of this side event is to address the issue of policy implementation on Roma, Sinti and Travellers in order to call attention to the need for increased efforts on the part of States across Europe to step up implementation of Roma-related policies. The panelists will highlight and briefly discuss practical implementation of Roma-related policies of the CoE, OSCE ODIHR and joint CoE and FRA initiative to develop a questionnaire on Roma policy implementation.

This Training Programme will:

  • Explore the principles underpinning effective human rights fieldwork; and
  • enhance the skills of participants needed to carry this out safely before/during/after armed conflict

The emphasis is on ensuring that human rights fieldwork is relevant, effective, sustainable, participatory and accountable. The programme is designed to raise participants' self-awareness in terms of behaviour, attitudes and values in undertaking international human rights fieldwork.

Core principles include the need for genuine partnership with local human rights defenders - both state and non-state. Participants are facilitated in approaching their own development as an on-going process. As a successful applicant you will be part of a multinational, multicultural group with a range of relevant skills and experience.

Participants
Reflecting the multi-disciplinary nature of human rights fieldwork and the training programme, applications are invited from:

  • Human rights specialists who wish to adapt pre-existing knowledge of international human rights framework to the context of human rights fieldwork; and from

  • Experienced field practitioners who wish to reflect on their work and enhance their skills with human rights based perspective, including military or civilian police/peacekeepers, development and humanitarian aid practitioners etc.

Typically, participants have worked for, or plan to work for, international field missions of the UN, OSCE, the European Union or the African Union or non-governmental sector.

Participants will generally have a relevant degree/training and a minimum of three years relevant experience. However, diverse skills of applicants will be taken into account so as to ensure an optimum mix of disciplines and profiles. The course will be conducted in English and places are limited to thirty.

Wednesday Night intercultural Singing Sessions at Spirasi

Singing for the Soul is a general course in vocal production, group harmony singing from around the world, chanting and vocal improvisation.

From 5 September, it will be held for the first time in Spirasi, a centre for refugees, asylum seekers and migrants. The course will be free to any asylum seekers or refugees who already use the services at Spirasi or who are new to Spirasi - please spread the word! The conference forms part of a wide programme of events to mark the European Year of Equal Opportunities for All and coincides with the 70th Anniversary of the Irish Constitution. 2007 has been designated by the European Council and the European Parliament as European Year of Equal Opportunities for All. The Equality Authority is the National Implementing Body for the European Year in Ireland and is a specialised equality body in Ireland for the promotion of equal treatment as required under the EU Race Directive and the amended Gender Equal Treatment Directive.

The conference speakers will explore the constitutional dimensions of the right to equality. They will examine the inter-relationship between the equality guarantee, equality legislation and other constitutional rights. They will take account of litigation in the Irish context, European Law and international human rights. Speakers will also explore the theme from a comparative constitutional perspective.

YouC.A.N. International Arts Conferencein the Sligo Park Hotel, Sligo Town, on October 17 – 19, 2007 In today's society, this distance or concept of personal or individual space is rapidly shrinking, as eiter out of obligation or choice, we share physical, intellectual, emotional and virtual spaces with othe people, oftentimes strangers, with cultural and ideological viewpoints very different to our own.

The issue of shared spaces in multicultural societies, particularly in 21st century Ireland, gives rise to a number of questions: How do we learn to live alongside those who are different from ourselves? How do we learn to accept, understand and appreciate each other's differences rather than viewing them as negatives? How do we successfully adapt to existing and co-existing harmoniously?

The aim of this conference is to explore how we react, on an artistic level, to some of these questions and to look at how art can be used, as a tool, to break down barriers, thus enabling us to learn to share our spaces more effectively.

Speakers include choreographer Stephen Koplowitz (US), architect/artist Ammar Khammash (Jordan), theatre practicioner Lena Ekhem (Sweden), playwright Catherine Filloux (US), playwright/theorist Erik Ehn (US), community artist Chrissie Orr (Scotland) and writer/director Sahr Ngaujah (US).

YouC.A.N. (Youth Culture Arts Network) led by Boomerang Theatre Company, Cork and the Playhouse Derry, is funded by the European Programme for Peace and Reconciliation. This cross border network provides international arts reconciliation seminars and training for artists, youth arts workers, administrators and policy makers.

Coordinator, Global Forced Evictions Programme

The Centre on Housing Rights and Evictions (COHRE) is looking for a Coordinator to manage its Global Forced Evictions Programme (GFEP).

COHRE is an international human rights organisation based in Geneva, Switzerland, working to protect and promote the human right to adequate housing. COHRE has regional programmes in Africa, the Americas and the Asia-Pacific region, along with thematic programmes on housing and property restitution; women and housing rights; the right to water; litigation of economic, social and cultural rights; and forced evictions. The aim of the GFEP is to monitor, prevent and remedy forced evictions throughout the world. The GFEP gathers information about planned, implemented and averted evictions around the world, and uses its extended network to publicise and advocate against the practice. The programme undertakes rapid response actions, such as writing protest letters and releasing media statements. In a selection of COHRE key focus countries, the GFEP works intensively with affected communities, support organisations and other partners to undertake fact-finding missions; joint advocacy at local, national and international levels; media campaigns; and legal action. The GFEP also provides research and other support to the work of all COHRE programmes.

The GFEP Coordinator will be based in one of COHRE's offices; the exact location will be determined as part of the selection process.

The Coordinator will be responsible for:

  • Developing and implementing the programme's annual Plan of Action
  • Supervising COHRE staff in the programme and recruiting staff when necessary
  • Fundraising and writing GFEP activity reports
  • Developing and managing the GFEP's annual budget
  • Coordinating evictions monitoring, research and database management
  • Producing the biennial Global Survey on Forced Evictions, as well as other reports and publications

Focus Ireland is a national voluntary organisation working to prevent people becoming, remaining or returning to homelessness through the provision of quality services, supported housing, research and advocacy. Founded in 1985, Focus Ireland works with single adults, families and young people, believing that everyone has a right to a place they can call home which is safe, secure, affordable and appropriate to their needs.

The project will specifically focus on the Lithuanian, Chinese, Nigerian and Indian communities of this area, to compliment the ICI's new communities research currently being undertaken by the Migration and Citizenship Research Initiative based at University College Dublin.

Timeline
A final report is required to be completed within a six-month timeframe, with the project commencing at the start of November 2007 and to be complete by the end of April 2008.

Tender format
Tenders must be completed in accordance with the format specified below. Incomplete tenders will be rejected. Tenders that are delivered late will not be considered.

The ICI is developing a programme of work in response to the issue of trafficking that will include research, policy development, linking with external agencies, campaigning and advocacy. This programme of work will take place over a three year period and we are looking for a co-ordinator to manage this proposed anti-trafficking strategy.

The successful candidate will oversee the ICI's anti-trafficking research project, work with relevant agencies on the issue, participate in policy development, campaigning and advocacy work, and co-ordinate the ICI's strategy for legislative change.

The ideal candidate will have experience of lobbying, campaigning, policy development and working with service providers. Knowledge and experience of the migration framework and of the issue of gender based violence are also desirable.

Information & Communications Technology Officer, (Full Time, Dublin)
The ICT team is responsible for providing support to the CIB, the network of Citizens Information Services, and other customers, as well as managing the ICT aspects of any projects which the CIB undertakes. Reporting to the ICT Manager, the ICT Officer holds the most senior technical role within the ICT team, and as such will provide input into the development of the CIB's infrastructure, and services to its customers.

Candidates must have a degree in IT, or an equivalent qualification. S/he must have extensive experience working in an ICT environment, with at least 2 years at a senior technical level. Experience of Cisco networking products, Microsoft Exchange, MS Server 2003, SQL and TCP/IP networking would be an advantage. Experience in project planning/management and procurement is also preferred.

Salary Scale: EUR 47,606 - EUR 58,121. (LSI 1, EUR 60,270, LS2, EUR 62,425)

Advocacy Executive (Full time, Dublin)
The Advocacy Executive will work as part of a small team with responsibility for the development and support of advocacy services. The Advocacy Executive will be responsible for the development of policy and projects in relation to the provision of advocacy services, with a particular focus on developing advocacy services for people with disabilities. S/he will also work closely with relevant CIB management and staff in relation to advocacy issues.

The successful candidate will have an understanding and knowledge of the philosophy, background and operation of advocacy. S/he will have the ability to communicate and network with community and voluntary organisations and excellent analytical and writing skills. A keen understanding of social services and policy-making in Ireland, and a relevant third level qualification are required. A minimum of three years relevant experience is also required.
