The National Consultative Committee on Racism and Interculturalism (NCCRI) was established in 1998 and is an independent expert body, primarily funded by the Department of Justice, Equality and Law Reform, focusing on racism and interculturalism. This monthly e-bulletin is designed to provide relevant and up to date information in the areas of anti-racism and interculturalism. National Action Plan Against Poverty and Social Inclusion 2006 –2008 Invitation to Participate
Ireland's third National Action Plan against Poverty and Social Exclusion 2006-2008 (NAP/inclusion) is due for completion by September 2006. This is part of a European Union wide commitment to make a decisive impact on poverty by 2010. Séamus Brennan T.D., Minister for Social and Family Affairs, is inviting people to participate in the preparation of this Plan by giving your views on what you consider it should contain. The Plan will cover proposals for ensuring access to employment, to resources such as income maintenance, and to services including health, housing, education / training transport etc. It will focus particularly on the special needs of vulnerable groups such as women, children, lone parents, the elderly, people with disabilities, the unemployed, Travellers, migrants and other minority groups. It will also focus on people in other vulnerable situations including those experiencing addiction, homelessness, indebtedness or those living in disadvantaged areas. A programme of consultative regional/national seminars will be run over the coming months in Dublin, Carlow, Cork, Donegal, Limerick, Mullingar and Carrick-on-Shannon. End of Post Nuptial Citizen Scheme
The Department of Justice, Equality and Law Reform reminds the public of the ending of the process of acquiring Irish citizenship by declaration commonly known as "Post-Nuptial Citizenship". 29 November 2005 is the last day on which a declaration of post-nuptial citizenship can be made. This is the last day of the 3-year period of grace provided under the Citizenship Acts. Non-nationals who fulfil the statutory conditions" for making a declaration of post-nuptial citizenship and who wish to avail themselves of the process must complete a correctly-worded declaration and sign it before an appropriate witness (who must also sign) on or before 29 November 2005. A help line, specifically to deal with post-nuptial citizenship matters, Lo -Call 1890 252217, will operate from 10am to 12.30pm, Monday to Friday, commencing on 31 October 2005 and ending on 9 December 2005. It will not be possible to deal with matters unrelated to post-nuptial citizenship on this helpline. UN CERD Rapporteur Visit
The NCCRI and the Irish Human Rights Commission have been in discussion with the Department of Justice Equality and Law Reform over a proposed follow-up visit by the UN Committee on the Elimination of Racial Discrimination (CERD) in 2006. The proposed visit of a CERD Rapporteur would pilot this new approach, consequently Ireland is in a unique position to help shape a possible model-reporting format, which could be adopted by the UN and other countries. The visit would assess progress on the Committee's Concluding Observations issued further to the review of Ireland's First and Second Report before the CERD Committee in March 2005. EU Developments
OSCE Conference on Roma Sinti and Travellers
The Organisation for Security and Co-operation in Europe (OSCE)'s Office for Democratic Institutions and Human Rights held an international cconference in October 2005. The conference was on the Implementation of Policies/Action Plans for Roma, Sinti and Travellers, and Measures Against the Anti-Gypsyism Phenomenon in Europe. A follow-up meeting is envisaged in early 2006, under intergovernmental auspices, on how improved inter-agency cooperation and synergies at national and international levels may contribute to more effective policy-making. EU Strategy for Africa
On 12th October 2005, the European Commission adopted a new EU Strategy for Africa. The strategy suggests a framework for action for all EU Member States and the European Commission to support Africa's efforts to attain the UN Millennium Development Goals. http://www.europe-cares.org/eng/s1_v2.htm
Development Education Grant Scheme 2006
Development Co-operation Ireland, the Government's official development assistance programme, now invites applications from voluntary organisations and educational bodies for grants for development education projects, which are designed to increase awareness and understanding of developing issues. Invitation to submit proposals for Financing under the second phase of The European Refugee Fund 2005-2010
Proposals are invited for projects in Ireland to be financed under the 2005 annual programme of the European Refugee Fund (ERF). The total budget available for projects is approximately €1,000,000. Attention should be drawn to the fact that financial support from the 2005 fund shall not exceed 50% of total project cost or 60% for projects deemed to be particularly innovative within the national context. Under the new provisions of the second phase of the Fund, the maximum duration of a project receiving funding under the ERF annual programme has been extended from 12 months to 36 months. Funding Back to Education Initiative – Community Strand Application for Funding 2006
The Back to Education Initiative (BTEI) provides flexible and innovatory part-time programmes to young people and adults, particularly those with less than upper second level education. Under the Community Strand funding is provided to community organisations and groups to offer part-time education opportunities in community settings to those with low or no qualifications. Applications are now invited from community organisations and groups to participate in the BTEI Community Strand. Providing Public Services to minority ethnic groups, an international conference, Belfast, March 28 2006
The NCCRI and the Centre for Cross Border Studies in association with the Institute for Conflict Research, and Organisation and Social Development Consultants will be organising a conference on intercultural service provision in Belfast on 28 March 2006. This conference will present the preliminary finding s of a trans national research project on Providing Public Services to Minority Ethnic Groups.
Providing Services to Minority Ethnic Groups is a project which examines how public authorities provide services for ethnic and immigrant groups within the prescribed legal framework in three jurisdictions: Northern Ireland, Republic of Ireland and Scotland. Roundtable; "How well are we addressing the needs of migrant women?"
Akidwa are hosting a roundtable for service providers, and all those working with migrant women (refugees, asylum seekers, students, spouses of Irish/migrant workers). "Study Buddy" Homework Club for Refugee Teenagers, City Of Dublin VEC (Volunteer)
The City of Dublin VEC is looking for volunteers for its 'Study Buddy' Homework Club. Most of the students are either in 5th or 6th year and studying for their Leaving Certificate or Leaving Certificate Applied. The City of Dublin VEC is looking for volunteers who can tutor specific subjects. The Club is on Mondays and Wednesdays between 5.30 and 8.30pm.
